Gwilym Jones was born in Chiswick, London, in 1947. He was educated in London before moving to Cardiff in 1960. He continued his education in Cardiff and became a registered insurance broker. In 1983 he was elected as the Conservative Member of Parliament for Cardiff North, a seat he held until 1997. He was appointed Parliamentary Under-Secretary of State at the Welsh Office in 1992.
