Ernest Richmond Horsfall Turner was born in Yorkshire in 1870. After graduating from London University, he began a teaching career at Blaenau Ffestiniog and Colwyn Bay before being appointed headmaster of Llanidloes County School in 1895. He learnt Welsh and took a great interest in local history and geography. Among his many publications are Walks and Wanderings in County Cardigan (1903) and The Municipal History of Llanidloes (1908), both of which contained Turner's own drawings. He retired in 1932 and devoted his time to watercolour painting and researching the history of the Chartist movement in Montgomeryshire. In 1901 Turner was elected a member of Llanidloes town council and was twice mayor. He died in 1936 and was buried in Llanidloes.
